I couldn't download it because there is no demo or trial available. Most likely you'll have to contact the developers of the application if you want to test drive it.
Is it necessary to upgrade from EDS III to EDS IV? If so what is required and what is the cost?

The EDS is listed on the official website as EDS V9. Тo other information is provided in terms of upgrading or acquisition. I have seen this for many applications, and the only way to obtain the necessary info is by reaching out to the developers. This is the case for EDS as well, since the only thing available on their website is a button called Contact/Brochure.
